"This is a complex intelligence concern for New Zealand," the New Zealand Security Intelligence Service (NZSIS) said in the annual report. The report also highlighted "foreign interference" activity from Iran and Russia. The report added that, more broadly, the international security environment in which New Zealand operates is now more challenging and less predictable than in recent decades. The intelligence report also noted that technological innovation, global economic instability and declining social trust also posed threats.

WELLINGTON, April 6 (Reuters) - Attempts by some countries to interfere with New Zealand's democracy, economy and civil society "are persistent", according to New Zealand Security Intelligence Service's (NZSIS) annual report. The report said it had identified increasingly aggressive activity from individuals seen as conducting intelligence and associated with a "small number of foreign states" that it did not name. "These individuals pose an enduring threat to New Zealand's national security," the agency added in the report released this week, which covers the year ended June 2022. "For some states, these activities are enduring and persistent," it said, though it added greater awareness of the issue had made it more challenging for countries to conduct interference activity. The NZSIS report said New Zealand also cannot take regional Pacific security for granted, because it had become an important theatre of geopolitical competition.
The guide does not include COVID-19 policy dissent as an indicator. The New Zealand Security Intelligence Service (NZSIS) published a guide on Oct. 27, 2022, to help people identify some of the “key warning signs” of violent extremism (here). However, social media users are sharing a news report about the guide, falsely claiming it advises that opposition to government policy, such as COVID-19 measures, is a marker of terrorist behavior (here, here and here). The spokesperson said: “To be clear, we are not interested in hearing about people who protest against or oppose government policy. A New Zealand Security Intelligence Service guide on identifying violent extremism does not include opposition to COVID-19 health measures or government policy as signs of terrorism.
